POSITION: Monitoring & Evaluation (M&E) Manager

LOCATION: Kigali, Rwanda (and satellite location in Moshi, Tanzania)


ABOUT THE ORGANIZATION
African Entrepreneur Collective (AEC) is a network of business accelerators that offers business development services, mentorship, technical assistance, and affordable loans to entrepreneurs. With offices in Rwanda (Inkomoko Business Development) and Tanzania (Anza Entrepreneurs), we run a range of programs that create positive social impact and create jobs. Since our launch in 2012, AEC staff have worked with more than 300 entrepreneurs to create more than3000 jobs across East Africa.


ABOUT THE ROLE
The Evaluation Manager is responsible for guiding and implementing the overall evaluation strategy to identify our impact and areas for improvement across all programs and locations. The Evaluation Manager will work closely with client services to conduct the full range of activities to monitor and evaluate AEC programs, and with our marketing and fundraising staff to communicate key learnings and impact. In addition to evaluating our core programs, the Evaluation Manager will also manage evaluation for programs and consultancies (ie. SPRING, TLED, refugee program, etc). Impact reports, as well as reports on
business operations, will be invaluable to senior management for decision making.

Key responsibilities of the position will include:


M&E Planning & Strategy (30% time)

  • Develop the overall framework for organizations M&E, including annual project reviews, impact assessments, process monitoring, operations monitoring,  cost-benefit analysis and lessons-learned sessions
  • Prepare work plans, budgets, and resources needed for evaluation
  • Design all surveys, focus group, and data collection methods
  • Work with executive staff to develop evaluation plans for new grants and programs
  • Be an in-house resource for any staff needing to develop monitoring programs for clients
  • Ensure M&E meets the needs of donors, and that grant terms are fully observed in our M&E design.
  • Assist entrepreneurs in developing their M&E framework and impact data collection method
  • Provide reports to senior management for organizational decision making

Operations & Systems (20% time)

  • Maintain organizational database to track client and programmatic data
  • Manage all staff and partnership for effective evaluation
  • Provide training in M&E for relevant program and support staff

Implementing M&E (30% time)

  • Oversee full evaluations/metrics for program impact on a twice yearly basis at all program sites
  • Conduct baseline surveys, including intake forms for all new clients
  • Supervise data collection, including supervising (including hiring) any support staff or partners
  • Record all data into organizational database and/or tracking systems
  • Analyze all data collected, identifying trends, issues, and impact, comparing to initial program targets
  • Support clients in reporting their data to funders, or provide technical assistance to clients in establishing their own M&E systems
  • Managing M&E activities related to one-off consultancy projects

Communication (20% time)

  • Make regular reports for management highlighting program trends; prepare documentation for review at meetings.
  • Prepare reports to partner organizations, funders, and key stakeholders on M&E findings, working closely with fundraising and communications staff
  • Write client profiles to illustrate key trends in M&E
  • Share M&E data with staff as appropriate to help all staff improve our programs

CANDIDATE QUALIFICATIONS
We are looking for a committed and experienced individual in the field monitoring and evaluation. The successful candidate must have experience inmanaging complex evaluation systems for nonprofits and social businesses. It is imperative the Evaluation Manager be able to navigate fast-paced and resource constrained environments with enthusiasm, patience, and imagination.


Required qualifications include:

  • 5+ years experience planning and implementing M&E systems
  • Demonstrated understanding of M&E methods and approaches (quantitative, qualitative, participatory)
  • Experience with logical framework approach and other program planning strategies
  • Experience with information analysis and report writing
  • Very qualified in excel, databases, statistics, and other data management systems
  • Preference for individuals working with SMEs, social businesses, and entrepreneurship
  • Self-starter, with proven ability to produce results within budget and time deadlines
  • Fluent in English, with strong preference for French, Swahili, and Kinyarwanda
